Creches on work sites are critical for the health and development of the child, education of the older sibling and an essential support for the woman worker. A national campaign to fight for workers' rights saw fruition with the passing of the Building and Other Construction Workers Act, 1996. Ten years hence, little has been achieved.

• The Welfare Fund has crossed Rs.1000 million, thanks to Cess contributions (1-2% of project costs) largely by the Delhi Metro Rail Corporation
• Only 2300 workers are registered to whom no benefits have been given
• The Welfare Board has not tried to promote registration or publicize its benefits
