Construction Workers

Creches on work sites are critical for the health and development of the child, education of the older sibling and an essential support for the woman worker. A national campaign to fight for workers' rights saw fruition with the passing of the Building and Other Construction Workers Act, 1996. Ten years hence, little has been achieved.

**In Orissa and West Bengal the Notification of Rules has taken place; in Rajasthan, Punjab, Maharashtra and Karnataka the process has barely begun

Status in Delhi, 2007 - Commonwealth Games 2010 may provide the push

  • The Welfare Fund has crossed Rs.174 crores, thanks to Cess contributions (1% of project costs) largely by the Delhi Metro Rail Corporation
  • Only 14000 workers are registered; less than 50% are 'live'; NONE has received any benefits
  • The Welfare Board has not tried to promote registration or publicize its benefits
