Partnership with Mobile Creches
Factors that decide Mobile Creches’ intervention on a building site include the numbers and ages of children at the site, duration of the project and the nature of contractor support. Negotiations with the builder over adequate personnel and cost-sharing take 2-4 months. Non-negotiable elements include minimum wages to the childcare worker and provision of adequate physical infrastructure (water, electricity, a safe enclosure, three rooms, kitchen and toilet).

Sharing cost and responsibility
Our builder partners, today, are underwriting 30-80% of the running costs: 1in 2 cover more than 50% of the cost and most provide a part-time helper. At our sites, they have on their rolls a total of 25 trainee childcare workers. Our major partners include Ahluwalia Contracts (India) Ltd., DLF - Laing ‘O’ Rourke (I) Pvt. Ltd., Orchid Infrastructure Developers Pvt. Ltd., Vatika Group and Vipul Construction

Scaling up - with the law on your side
The Building and Other Construction Workers Act, 1996 is the natural vehicle to ensure crèches at all large construction sites with 50 or more women. Under the accompanying Cess Act, the builders are required to pay1-2% of the project costs into a Welfare Fund. The Construction Workers Welfare Board is responsible for the collection of cess from the builders, registration of workers and utilization of that fund to ensure provision and publicity of benefits to registered workers.

    Construction is a $70 billion industry in India growing at 15% p.a. By 2012 it will need 60 million unskilled and 25 million skilled workers. A big part of the action will be in Delhi - the Commonwealth Games of 2010. At a minimum $200 million will be spent on building sports facilities, the games village to house the participants, roads, flyovers, etc. Thousands of migrant workers will come to the capital seeking employment in construction. Our challenge is to use this high profile event to the advantage of the migrant child: ensure access to childcare, health and education
